Detecting and/or Connecting to a USB device (Android Mobile Phone)

So I'm working on a small desktop application that prints out basic information from an android device ie) IMEI, Model, Etc. Though I'm kind of stuck having run into a problem.. How do you get a C++ console application to interface with a USB connected device?

Any help would be MUCH appreciated. Thanks in advance!
