Writing UTF 8

Hi fellows

I'm using the Visual C++ Express 2008 and i need to pass as parameters to a function characters coded in UTF 8. My enviroment is Windows 7. The editor of the VC++ write in UTF 8 or UTF 16?
If it writes in UTF 16 how can i change it?
